NOTICE IS HEREBY GIVEN that on Monday, July 18, 2022, at 7:00 p.m. in the City Council Chambers located at 5111 Benito Street, Montclair, CA 91763, and via Zoom video and teleconference (meeting link: https://zoom.us/j/93717150550 / Dial Number: 1-(669)-900-6833 / Meeting ID: 937-1715-0550), the City Council of the City of Montclair will conduct public hearings concerning the following:
1. Resolution No. 22-3372
Resolution No. 22-3372 amending the Master User Fee Schedule to provide clarification of an existing fee (In-Lieu Fee for Inclusionary Housing).
2. Resolution No. 22-3367 / Planning Case No. 2021-36
APPLICANT: Kendry II Apartments Owner, LLC
PROJECT LOCATION: Four abutting parcels (APNs 1009-722-21, 22, 23, and 24) at the southwest corner of Arrow Highway and Monte Vista Avenue. Current address range 4847-4877 Arrow Highway.
ASSESSOR PARCEL NUMBER(S): 1007-722-03
PROJECT DESCRIPTION: A Precise Plan of Design (PPD) for a 137-unit Apartment Community on a 2.85-acre site (after lot merger), also referred to as the Alexan-Kendry Expansion Project.
EXISTING GENERAL PLAN: “Planned Development”
EXISTING ZONING: “Corridor Residential” and “Town Center” of the North Montclair Downtown Specific Plan.
ENVIRONMENTAL ASSESSMENT: Pursuant to State CEQA Guidelines, Section 15164, the City of Montclair (City) has prepared an Addendum to the North Montclair Downtown Specific Plan Amendment Project Final Supplemental Environmental Impact Report (SCH No. 2009091021) for the proposed Alexan-Kendry Expansion Project (Kendry Expansion Project). A modified initial study checklist was prepared to determine if any of the conditions specified in State CEQA Guidelines Section 15162 requiring preparation of a subsequent or supplemental EIR or MND would occur as a result of the modification proposed by the Alexan-Kendry Expansion Project. On the basis of the analysis contained within the modified initial study, the City has determined that the Alexan-Kendry Expansion Project is consistent with the original North Montclair Downtown Specific Plan Amendment Project Final Supplemental Environmental Impact Report (SCH No. 2009091021) certified by the City of Montclair City Council on March 20, 2017, [Resolution No. 17-3147] and would not result in new impacts or any substantial changes to any significant effects previously identified. Thus, an Addendum was prepared to document the minor changes to the certified North Montclair Downtown Specific Plan Amendment Project Final Supplemental Environmental Impact Report (SCH No. 2009091021).
