NOTICE IS HEREBY GIVEN that on Monday, May 9, 2022, at 7:00 p.m. in the City Council Chambers of City Hall located at 5111 Benito Street, Montclair, CA 91763, and via Zoom video/teleconference (meeting link: https://zoom.us/j/95858571900, or dial: 1-669-900-6833, Meeting ID: 958-5857-1900), the Planning Commission of the City of Montclair will a conduct public hearing concerning  the following:


1. Case No. 2022-07 (Continued from April 25, 2022)

PROJECT LOCATION:  The project site is composed of three parcels and is approximately 5.13 acres in size. Two of the parcels are currently undeveloped and are largely comprised of disturbed soils and minimal vegetation. The remaining parcel is developed and features an unoccupied building that was previously used as an auto-sales office. The project site is associated with street addresses 5006 and 5010 Mission Boulevard.

ASSESSOR PARCEL NUMBER(S):  APN 1101-311-15, 1101-311-17, and 1101-311-19

APPLICANT(S):  New Crossings Development LLC

PROJECT DESCRIPTION: A request for approval of a General Plan Amendment to change the land use designation of the subject 5.13-acre site as follows:

  • General Plan  Amendment  to  modify  the  project  site’s General Plan land use designation from General Commercial and Business Park to Business Park; and
  • Parcel Map 20393 to merge the subject parcels into a single parcel; and
  • A Precise Plan of Design (PPD) for a proposed 115,350 square-foot industrial/warehouse building and associated site improvements on a 5.13-acre (gross) site.

EXISTING GENERAL PLAN: “General Commercial/Business Park”

EXISTING ZONING: MIP Manufacturing Industrial Park

ENVIRONMENTAL ASSESSMENT:  Pursuant to the California Environmental Quality Act (“CEQA”) Guidelines, an Initial Study was prepared for the project and was released for public review and comment from February 25, 2022, to March 16, 2022.  Based on the findings of the Initial Study, staff has determined the project could have potentially significant adverse environmental impact unless reduced to a level of less than significance by the implementation of proposed mitigation measures.  Proposed mitigation measures have been included as conditions of approval for the project.  Therefore, a Mitigated Negative Declaration is proposed for the project.
