NOTICE IS HEREBY GIVEN that on Monday, June 27, 2022, at 7:00 p.m. in the City Council Chambers of City Hall located at 5111 Benito Street, Montclair, CA 91763, and via Zoom video/teleconference (meeting link: https://zoom.us/j/95858571900, or dial: 1-669-900-6833, Meeting ID: 958-5857-1900), the Planning Commission of the City of Montclair will conduct public hearings concerning  the following:


1. Case No. 2021-33

APPLICANT:  Montclair Station Apartments LLC

PROJECT LOCATION:  A 9.68-acre vacant parcel (former location for Vulcan Building Materials) located approximately 200 feet west of the intersection of Monte Vista Avenue and Richton Street, west of the San Antonio Creek Channel.  The current address is 4700 Huntington Drive.

ASSESSOR PARCEL NUMBER(S): 1007-722-03

PROJECT DESCRIPTION: Approval of Parcel Map No. 20474 and a Precise Plan of Design (PPD) for a 302-unit Apartment Community on a 9.68-acre site. The project is known as Montclair Station.

EXISTING GENERAL PLAN: “Planned Development”

EXISTING ZONING: “Corridor Residential” per the North Montclair Downtown Specific Plan

ENVIRONMENTAL ASSESSMENT:  Pursuant to California Environmental Quality Act (CEQA) Guidelines, Section 15164, the City of Montclair has prepared an Addendum to the North Montclair Downtown Specific Plan (NMDSP) Amendment Project Final Supplemental Environmental Impact Report (EIR) (SCH No. 2009091021) for the proposed Montclair Station Project. A modified initial study checklist was prepared to determine if any of the conditions specified in State CEQA Guidelines Section 15162 requiring preparation of a subsequent or supplemental EIR or Mitigated Negative Declaration (MND) would occur as a result of the modification proposed by the Montclair Station Project. On the basis of the analysis contained within the modified initial study, the City has determined that the Montclair Station Project is consistent with the original NMDSP Amendment Project Final Supplemental EIR (SCH No. 2009091021) certified by the City of Montclair City Council on March 20, 2017 [Resolution No. 17-3147], and would not result in new impacts or any substantial changes to any significant effects previously identified. Thus, an Addendum was prepared to document the minor changes to the certified NMDSP Amendment Project Final Supplemental EIR (SCH No. 2009091021).

APPLICANT:  Kendry II Apartments Owner LLC

PROJECT LOCATION:  Four abutting parcels (APNs 1009-722-21, 22, 23, and 24) at the southwest corner of Arrow Highway and Monte Vista Avenue.  Current address range 4847-4877 Arrow Highway.

ASSESSOR PARCEL NUMBER(S): APNs 1009-722-21, 22, 23, and 24

PROJECT DESCRIPTION: Approval of a Precise Plan of Design (PPD) for a 137-unit Apartment Community on a 2.85-acre site (after lot merger), also referred to as the Alexan-Kendry Expansion Project.

EXISTING GENERAL PLAN: “Planned Development”

EXISTING ZONING: “Corridor Residential” and “Town Center” per the North Montclair Downtown Specific Plan
