Pursuant to GC § 36933(c)(1), the City must publish a summary of a proposed ordinance or a proposed amendment to an ordinance provided that the summary is posted in the manner specified in GC § 36933(a) at least five (5) days prior to adoption of the proposal and within fifteen (15) days after adoption with the names of the Council Members voting for and against the proposal.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MONTCLAIR AMENDING PORTIONS OF CHAPTERS 11.02, 11.16, 11.18, 11,19, 11.20, 11.22, and 11.36 AND REPEALING AND REPLACING CHAPTER 11.23 OF TITLE 11 OF THE MONTCLAIR MUNICIPAL CODE RELATING TO ACCESSORY DWELLING UNITS IN THE CITY
The Ordinance updates the Montclair Municipal Code to be in compliance with state law regarding accessory dwelling units and junior accessory dwelling units to provide an important source of affordable rental housing designed to meet the special housing needs of individuals and families, particularly those of low and moderate income, and also updates design standards and requirements for the construction or conversion of such units.
The Ordinance was introduced at a regular City Council meeting held on Monday, August 16, 2021, with minor changes requested, and was re-introduced for first reading at a regular City Council meeting held on Monday, September 20, 2021, which was approved by a 5-0 vote:
