Pursuant to GC § 36933(c)(1), the City must publish a summary of a proposed ordinance or a proposed amendment to an ordinance provided that the summary is posted in the manner specified in GC § 36933(a) at least five (5) days prior to adoption of the proposal and within fifteen (15) days after adoption with the names of the Council Members voting for and against the proposal.

Summary
The Ordinance would amend section 3.08.010 of the Montclair Municipal Code to allow for informal bidding procedures for Public Works contracts that are outlined in the California Uniform Public Construction Cost Accounting Act. The Ordinance authorizes the City to award public works contracts of up to certain amounts without going through the formal bid process as specified in Public Contract Code Section 22032, and also delegates to the Public Works Director and/or City Engineer the authority to approve and adopt the plans and specifications for all public projects.
