Javier “John” Dutrey

Javier “John” Dutrey is a life-long resident of Montclair and surrounding cities.  His parents  immigrated to the area from the Basque region (in France and Spain) and owned a business in Montclair for almost 50 years.   He graduated from Montclair High School in 1983 and holds a Bachelor of Arts degree in Political Science and a Master of Arts degree in Public Administration—both degrees earned from California State University at San Bernardino.  He worked for cities and the private sector focusing on real estate, urban planning, economic development, and affordable housing.  John and  his wife, Anne, have two children and two grandchildren.  His wife and son are  US Army Veterans . They are parishioners of Our Lady of Lourdes Church in Montclair, which Anne coordinates the church food pantry.

John was first elected to the Montclair City Council in 1996 and elected Mayor in 2018.  Prior to his service on the City Council, he served on the Montclair Planning Commission from 1990 to 1996.  John’s service on the City Council includes appointments to the Real Estate, Legislative/Intergovernmental, and Public Works Committees.

John represents Montclair on the governing boards of the San Bernardino County Transportation Authority (“SBCTA”), Omnitrans, and the Animal Resource Center of the Inland Empire; and on the Inland Empire Utilities Agency’s Regional Sewerage Program Policy Committee.  He serves as the District 9 Regional Council Member of the Southern California Association of Government representing Rancho Cucamonga, Upland, and Montclair.  He also represents SBCTA on the Metrolink Board of Directors and on the Foothill Construction Gold Line  Authority Board.

John is passionate about the community’s welfare, and has focused the City Council’s attention on several vital public issues, including:

  • Revitalizing and sustaining safe neighborhoods;
  • Attracting and retaining quality businesses;
  • Ensuring the City’s fiscal integrity by promoting fiscally responsible budgets;
  • Maintaining a vibrant Montclair Place;
  • Developing a transit-oriented area for north Montclair that includes the Gold Line commuter train; and
  • Improving the City’s streets and parks.
