All necessary requirements and procedural information to apply for a construction permit with the Public Works Department is attached to the Construction Permit Application form (also known as an Encroachment Permit). A quick rundown of the necessary requirements applicants must provide are as follows:
- A completed Road Construction Permit and Street/Lane Closure Application.
- Use the most recent edition of the Work Area Traffic Control Handbook (WATCH) for guidance.
- The Engineers Cost for all public improvements.
- A list of contractors who will be performing any work in the public right-of-way.
- A current Certificate of Insurance for each contractor performing any public improvements with the City listed as ‘additional insured.’
- Proof of a valid/current City Business License for each contractor.
- A site and job specific Traffic Control Plan for review and approval; must provide printed hard copies in the standard 24 x 36 format.
- Material submittals such as asphalt, concrete, sewer pipe/manhole, storm drainpipe/manhole, trench bedding, striping, etc.
Hand delivery is preferred however emailed applications are accepted. For more detailed requirements, read the procedural text attached to the application. Processing for an application may take up to 10 business days on a 4/10 work schedule, or 2 1/2 weeks. Incomplete applications will not be accepted and may cause delays in processing time. Hand delivered applications need to be brought to the Public Works Engineering Department counter window located at City Hall. Counter hours are from 7am to 6pm Monday through Thursday.
