City of Montclair Successor Agency
On January 12, 2012, the City Council elected for the City to become the successor agency of its former redevelopment agency, with the City Council serving as the Successor Agency’s Board of Directors. The City of Montclair Housing Authority (MHA) Commission elected for the MHA to become the successor housing entity. The City and the MHA, as successor agencies, became operative on February 1, 2012 when state legislation dissolved the Montclair Redevelopment Agency along with all other redevelopment agencies in the State of California.
Successor agencies are only able to make payments on existing obligations of the former redevelopment agencies through their respective successor agencies. These obligations can be found on the Agency’s Recognized Obligation Payment Schedule (ROPS).
From 2012 through 2018, Montclair’s local Oversight Board annually reviewed and approved a ROPS, which is used to pay the agency’s outstanding obligations. Now, the Countywide Oversight Board is obligated to approve all actions of the Successor Agency.
