State of California approves San Bernardino County Variance to Stage 2 Roadmap for Reopening

Approval of the Variance means that San Bernardino County has met the criteria to move through Stage 2 of the Governor’s RoadMap for the Reopening of California's economy.
San Bernardino County cannot move on to opening businesses under Stage 3 or Stage 4 until authorized by Governor Newsom.

Approval of the Variance for San Bernardino County modifies the Governor's Stay-At-Home Order, allowing a number of business sectors, including retail, shopping malls, swap meets, and dine-in restaurants to reopen, with modifications.

Retail stores, swap meets, shopping malls and dine-in restaurants can reopen for business immediately, provided they meet the requirements for modification as identified in the various Guidance for specific industries.

Only if the shopping center, retail store, or dine-in restaurant complies with industry-specific Guidance.

Gyms, hair and nail salons, barbershops, movie theaters, sports and entertainment venues, libraries, bars and wineries, hotels and motels, and public swimming facilities are not authorized to reopen until Governor Newsom approves their reopening under either Stage 3 or Stage 4.

Drive-in and virtual worship services and faith-based counseling services are authorized under the Variance.
Governor Newsom will issue new Guidance on Monday, May 25, 2020, regarding the reopening of places of worship.

On Friday, May 22, Curt Hagman, Chairman, San Bernardino County Board of Supervisors, submitted to Governor Newsom a revised Variance Attestation and Reopening Plan for San Bernardino County.

Through efforts taken by Governor Newsom, the State Department of Public Health, the San Bernardino County Public Health Department, and local governments, the spread of COVID-19 in San Bernardino County has been controlled.
The COVID-19 public health emergency has shuttered economies across the country, but with the cooperation of the public, cooperative businesses, and carefully coordinated implementation of emergency services, the County of San Bernardino has met the multitude of challenges presented by this unprecedented emergency.

The Public Health Officer's attestation addresses epidemiological stability, protection of essential workers, protection of at risk populations, testing capacity, containment, hospital capacity, plans for moving through stage 2, and triggers for adjusting modifications in the event of a resurgence of the virus.
The attestation includes the San Bernardino County Readiness and Reopening Plan.

Yes to both. The wearing of face coverings and social distancing, as well as regular handwashing and sanitizing of frequently touched surfaces are likely to remain important parts of Centers for Disease Control and Prevention (CDC) recommendations until the virus is fully controlled or dormant or until a COVID-19 vaccine is developed.
The City of Montclair requires that employees and customers wear face coverings at all times when at places of business. State Guidance for businesses generally mandate the wearing of face coverings.
